Yes, laser weapons are degraded by weather. However, there are two small bands of frequencies/wavelengths that the atmosphere provides the least attenuation to, in the green and IR spectra. At these frequencies, clouds aren’t actually a big problem. Weather such as rain and waves (if installed on a ship, which would be the first place they would be) do, but they effect missiles and aircraft much more. No one is going to fly combat sorties against surface targets in a jet effectively in a thunderstorm.
