My guesses are:
Personnel problems. The manning problem is so bad that, the two times a year I log on to check something a family member sent me and is mad I haven’t seen, I see posts by senior enlisted sailors on Facebook I knew in a previous life looking for people to volunteer for deployments or even long exercises. And the last time I saw that was before all this popped off.
Equipment problems. As others have noted, the equipment sucks and breaks down because everything has to make a profit.
Which would be ridiculous because it’s gonna bleed through by the time they cross the Atlantic. They’ll still do it, though.
Whoever gave that speech belongs in the chad column.
