I'm guessing they piloted this first, but the difference in speed limits between transit and adjacent regular vehicles seems dangerous to me.

In general, I find that speed limits are more effective when they are accompanied with the actual infrastructure... If you have a big wide avenue with few obstacles and smooth asphalt, people will tend to drive faster. Squeeze the lanes down, add planters along the side, a rough surface (e.g. cobblestone or brick), etc., and people will naturally allow down.

Since the statue can be separated from the base, perhaps the base in question was made in the 17th century - before the statue was discovered - intended for something different.

Why wouldn't the witness describe the sound of a car crashing into something?

From the article: "Aanchal Jaiswal, who lives nearby, described hearing something banging into something else followed by two shots."

They just weren't directly quoted on it.

On your other two things: Of course be skeptical, but also be skeptical of whatever the person writing the article got wrong, e. g. the car may have started "moving" and pinned the officer but the journalist used the word "leaving". And police often don't release information for an active investigation even when police aren't involved, so it's a bit silly to start reading anything into that.

There is a witness (female in the car) so it will be interesting to find out what they say.

but No Man's Sky absolutely smashes Starfield in this department

I had high hopes for No Man's Sky based on how people talked about it but was left underwhelmed. I found it boring and repetitive.

Starfield took a lot longer before it started feeling that repetitive (to me.) I put many more hours into Starfield (than NMS) without even thinking about it.

I just rolled credits on Starfield last night and went back to keep playing because I have a ton of unfinished quests and some goals for building my spaceship. With No Man's Sky I felt like there was nothing else to find.

(All that said, I do find a lot of the writing pretty lackluster, the planets now feel boring to look at and now predictable as to what will be there, and I do not particularly enjoy running around trying to find the last things to scan for very little payoff.)
