For me it’s got nothing to do with being able to. One of my dogs needs a wee latest by 6 am, and I can assure you I have not been consulted about this schedule. The other dog happily sleeps to 8 am if given the opportunity.
I’d probably translate ‘luulla’ to English as ‘to suspect’ rather than ‘to think’, but that does depend a bit on the context. To use an example from other comments, ‘luulen että kohta sataa’ would be ’I suspect it’ll rain soon’.
