I feel like the second one rarely ever happens nowadays, even the influencers who's voices sound like that end up being average at worst.
It is intentional but not like that, Windows is built on backwards compatibility. That's why so many parts of current Windows versions have seemingly parts of old versions tacked onto them.

Same on that two personalities bit, its weird. I feel like a lot of it comes from little me using English to express themselves more naturally since my family couldn't understand it. Like, my standards for formal and casual speak in English and Spanish are so different, my speaking styles are not similar at all.
Mostly any mask or helmet accessory, although I wish they had more variety and didn't just completely delete other face customization options (due to sometimes covering other parts). Like how armors will hollow out to allow for certain beard styles to be visible.
