In EU the manufacturers are obligated to recover used units (they have to setup boxes where you can drop them and handle recycling) but obviously you see them on the ground all the time. They don't because android licensing says that if you ship a phone with AOSP google will not sell you license for android to ship on other phones. Most people want google services so you either aim for the bigger market or smaller but not both. This should be changing in EU though.
