Not to mention some other mentioned countries like Australia basically export all their lithium to China anyway, and have deep links with various Chinese companies (e.g. Chinese companies own leases on the largest Port, the Port of Melbourne and also Darwin at the top middle end)

Most Australian lithium is exported to China, accounting for over 85% of total value in each month of 2021 and over 94% in each month of 2022 (year to date).

Weird article, if Russia can be successful at direct lithium extraction of various other brines like oil field brines, there's no reason other countries like the US wouldn't be
