As of the moment this was posted, anywhere listed as "+6" or higher on this map. So, you know, really quite a significant portion of the world.

We're genuinely on France 11 or 12 already (at least one of those was explicitly provisional, so let's say 11), or French Republic 5 if counting only republics. That's not even counting West Francia, which is essentially the same thing.
The problem with the culinary term "vegetable" is that, properly, it applies to any edible part of a plant, and improperly, it's basically a useless distinction.
Freefall, as others have said. Dan and Mab's Furry Adventures is still kicking, if struggling. Schlock Mercenary finished a few years ago if you never finished reading it, and Housepets finished up just a short while ago. El Goonish Shive is still going strong and is pretty good. Girl Genius is doing as well as ever. Two Kinds is still alive, and XKCD of course. Out-of-Placers is not from that era but I want to promote it and I'll call that my one freebie for the post.

Nah. Evil is where the harm your actions do to other people doesn't stop you from doing it. Neutral is where you wouldn't put yourself especially at risk or especially out of your way to help others, but you wouldn't hurt them either, even if it benefited you. Obviously there's a spectrum there, most neutral people would do harm to others if they had a gun to their head. Enjoying the harm you do unto others is sadism, which is separate from alignment. A good or neutral person can be a sadist, but their morality will prevent them from hurting others even if they enjoy it. In short, sadism provides a motive (of which there are many others), alignment provides the restriction or lack thereof.
Tl;dr if order a village slaughtered to take all their stuff, I don't care how dispassionate or purely self-interested you are, you're evil. If you murder people because you're paid to, and don't much care about the details, you're evil.
