Of course not only women are sexually assaulted, but it happens to them a lot more often, to the point that a good amount of women have some story to tell about it while for men it's rather unusual. That's not to say that sexual assault of men should not be taken seriously, but I don't think the comic makes that statement.

Of course force may need to be used when people act criminally. In case of tax evasion, that may be seizing the amount owed and/or imprisonment in severe cases.
