House mates don't stay strangers for long. Lots of people value the social side of communal living. It may not be for everyone, but many people do enjoy it. You have your own space in a share house, but communal spaces are shared.
Violence begets more violence. We need conversations to bring people out of this mindset.
Big houses are fine so long as many people live in them. We need to encourage communal living arrangements. Maybe make renting out a room in your ppor tax free?
I don't know if I buy this. In Melbourne we have the free tram zone in the city and people aren't vandalizing the trams. We have free access to public parks, art galleries, libraries, public toilets. I don't think people are more likely to vandalize those places because they're free.

No way in hell they would ever make it mandatory for rentals. They've barely made smoke detectors mandatory for rentals. Removing negative gearing won't help. It will make rentals more expensive.
