This is what the 'retries' setting in each monitor is for. It will only be considered down if its failed its heartbeat check <retries> number of times in a row.

Seems you've got the speed part of things figured out.

One thing I'll add is it's somewhat common to host a DNS server within your LAN to resolve names for local only services. If you do choose to do this; I've found allowing names for services you expose to the internet to resolve to your public IP and then just use hairpinning when at home works smoother. Some apps do a really poor job grabbing and using the different IPs (wan vs lan) when you switch between networks; but they'll work better if they always just use the public ip and allow the network to handle the different routing.

No, the vault is always sorted alphabetically by name. You've just gotta use folders to sub-divide categories and work from there. Doesn't help you now, but planning for the future...

Was fine when it was put in, but code updated and old installations usually aren't required to upgrade to meet new codes unless you try to change them substantially.

Most places I've lived, you're not permitted to remove the meter. You've gotta call in your electrical companies lineman for that. (or face some pretty substantial fines when they find the broken seal)

I'd imagine it's more of a fire safety thing.

A reptile heating lamp is setup in a fixed location with a bit of forethought. It's probably not going to move around or come into contact/get near flammables.

A lamp for heating a person will likely be moved around quite a bit and somewhat carelessly. It's also more likely to be around blankets and pillows or other textiles where it may get covered up inexplicably.

A timer limits how long it outputs potentially dangerous heat before someone is required to check on it.
