These laws are next to impossible to repeal once in place. To my knowledge no state that has implemented age verification laws have repealed the law or has the law overturned on judicial review.
You would think that of all people, rich CEOs would understand the concept of the sunk cost fallacy.
The money on desks, rent, insurance, etc. is already spent. You're not getting it back. Asking people to come back to the office "so that it doesn't go to waste" assumes that you aren't taking on additional costs for people coming to the office.

- get people who desperately need health insurance together
- elect one of them for Congress
- they perform the minimum amount of days needed to get health insurance for life
- resign
- Governor sets special election
- next person runs for office
- repeat until everyone has insurance
