If Russia could shoot down every one of these drones I am sure they would but they do more to keep Russians willing to fight than they do to hurt the Russian war machine and even less to hurt the economy. Really these sort of attacks are just enough to concern civilians that their neighbours are insane and dangerous. They aren't causing panic but they are enough that people agree that something needs to be done.
