It has nothing to do with blinken. Ukraine has predictably sent all the reinforcements it can muster from the rest of the fronts while the advance continues in those other areas. When reinforcements arrive the front line moves slower.

It was never an offensive. It was only ever an opportunistic advance to stretch out Ukraine's defences and maybe make a buffer zone to stop Ukraine from shelling Russian civilians and infrastructure. Russia only deployed a relatively small amount of troops.

Ukraine had 200K men turning of age every year before the war. Sure many people have fled but its only like 15% And another ~15% are living in occupied/former. So there probably are 100K fresh conscripts age available every year. I'm unsure what percentage of them are eligible. It seems like Russia has chewed through most of the pre-war army and most of the first waves of conscription so it wont be long but they could always drop the conscription age from 25 to 18 and get a bonus 700K men to recruit from.
