They see Russian red lines and have no choice but to cross them. The abusive relationship between the hegemon and its vassals doesn't have good communication channels. The vassals are aware of who their master's enemies are, but not the plans to defeat the enemies. (not that such a plan exists) Thus the vassals are left to their own devises to determine how to please their master. In the absence of direct instructions, if an enemy makes it clear what actions will upset them, the vassals will surely do it, because hurting the master's enemy is likely to please the master.
