What I mean by maneuverability is a copter can launch from a small clearing without the operator leaving cover for more than a second or two. A fixed wing has minimum range limitations, it needs lateral space to climb to a height where it can see its target and thus need much more time in the air.
They need drones to be able to get airborne, pick out the target, and strike, without getting spotted by opposing spotter drones. All that has to be done in a limited amount of range because once you get too far the signals get jammed.
Fixed wing cant hover or suddely change direction.
