F16s cant get to Russia from ukraine. The F16s need a clean runway because their air intake isn't shielded from debris. So any air field that has rocks on it is ruled out. If there are any airfields that aren't getting hit on the regular they would be in western ukraine and the F16 only has a 1000km operation range.

Russia doesn't have to hit nato territory to respond. They could hit us bases in Iraq or Syria no problem.
