Sounds like a scam. There is no way your roommates didn't notice they were $700 short on rent. This is a shakedown. How official is your tenancy? Are you on the lease? Did you pay a deposit? How many roommates do you have and how many are in on the scam?
Don't give them your money even if they did just make a mistake. Its not your fault they haven't been charging enough rent. It is illegal for them to try to retroactively raise your rent.

At the very least they should disengage when someone starts drawing parallels between their statements and the perpetrators of the holocaust. Under no circumstance should the mayor double down on their statement that has been compared to things said by perpetrators of the holocaust.
