The real failure is Doug Ford who allowed the protest to go wild. Trudeau wanted a swift resolution and he got it. It may be unconstitutional but Trudeau didn't want another October crisis.
It's not like the Ontario superior court hasn't done so anyway. Their rulings have come 100% for Ford, allowing him to avoid testifying, denying FOIA requests on his daily agenda and allowing him freedom to do what he wants.
