Probably yeah, in the westphalian state. They have territory, they have police and militaries and they have a monopoly of violence. Sure, what they can do has real constraints but that is true for all states, truest for all small states and all states in NATO. No sovereign nation is absolutely independent and sovereign of everybody else. Not even China and the US, who are dependent on each other.
To say otherwise leads into the trap of claiming that the moment Russia demanded Ukraine not join NATO and not bomb Donbass they were trying to erase Ukrainian statehood. That's the reverse of reality. When you're talking to someone, even forcefully, you do so first with recognition. Even if the US just gives marching orders to governors in NATO or the military of Pakistan, those states will exist.
