If two instances aren't federated, users of each can't interact with eachother. As to Hexbear's federation plans, from a bit of lurking it seems which instances they will federate with - if they do so at all - is up in the air.

The servers of lemmy.ml (along with a few of the other large instances) are taking a beating from the massive influx of redditors.
I feel that. Telegram feels more like a groupchat that is way too big.
You don't reform your way out of capitalism. Any concessions given to the proletariat will be clawed back once the booj don't have to worry about the threat of revolution.
My guess is a structural adjustment program with decades of austerity.
I doubt it. The lemmy maintainers are MLs themselves. Hell, there are libs spreading FUD because the devs are le redfash tankies.
Back when the ledditor tsunami began, there was one person who wandered into a thread on lemmygrad, started complaining about lemmygrad, then started flinging shit at everyone who responded to them. It was kind of amusing to watch tbh.
This kind of shit is why satire gets shit on in Hexbear.
I hope the libs don't leave before Hexbear federates. I need to see the dunking.
The UX for finding communities in lemmy is currently hot garbage. Go to the search page and search !communityname@lemmy.world and you should find it.
I'm assumimg here that one instance is blocking the other. If neither instances are blocking eachother but they're not federated yet either, users can federate by subscribing to community on the other instance.
