I guess both can be true. They've proven themselves right times and times again that running massive disinformation campaigns work in this day and age. They successfully meddled in many elections and have a massive influence on social networks. But their military is a victim of corruption and mismanagement, they have the numbers but they seem under equipped and under trained. A strategy which also worked many times for them as well.
There is also probably a fair bit of propaganda against Russia that might skew our opinions, but I don't think these two cases are mutually exclusive.
One thing Windows is absolutely amazing at, is backwards compatibility. A software from 20 years ago can still run seamlessly on a newer version. That's something to behold, and it definitely makes the system bloated. But then, on top of their shady practices, they add a lot of useless shit, which makes the bloat even worse.
Nah, they don't really care about masturbatory habits. It's just a Trojan horse to push for age verification and further mass surveillance on other parts of the internet. It's just easy to target porn and claim it's to protect the children. Works every time.

I mean, a lot of key software are FOSS. A world without linux, curl or ffmpeg would be extremely different.

Je le respecte, mais c'est pas un bon politicien, en tout cas à l'époque. Peut être qu'il a mis de l'eau dans son vin depuis, qui sait... Après vu, la classe politique actuelle ça resterait un énorme bond en compétence.
