I am in the EU and have updated to 17.4, however I don’t see these things that are mentioned (safari popups for browsers for example, alternative app stores in settings…) do I need to enable something?

In the description they list several suppliers for refill spools. Personally I am using “DasFilament” and Recyclingfabrik. Both are from Germany so they will probably not be of much help for you.

That’s why I didn’t. But that is not the argument. The argument is that 8gb is not enough for a machine like this, especially when compared to cpu and gpu power.

You got to start somehow. I am sure it will support more monitors in the future.

8gb is not enough for these machines. Not in the slightest.‘. When you just want to „lightly browse the web“ you don’t need an M3 Chip.
