You'll want to upgrade your "core" platform soon aswell but your current one should still be good for a few years. Really depends on what it is you're playing though.

If I understand you correctly, you want NP to prefer open standard formats for audio and video.
This can be achieved by setting WebM as the preferred format in the respective setting in the video and audio section.
I'm not sure how switching between video+audio and audio-only is supposed to relate to that.
The choice of codec has nothing to do with software freedom though really. Both are handled by closed and open software equally.

You will need at least one computer running 24/7.
It doesn't need to be fast but it needs to be up. An ARM SBC such as a Raspberry Pi would do.
If you need remote GUI access anyways though, something like the PiKVM might be for you.
