The budget bill signed Monday by Ohio Gov. Mike DeWine includes language that escalates the state’s anti-transgender position, formally setting as state policy that only two sexes: male and female, are recognized.

“These sexes are not changeable and are grounded in fundamental and incontrovertible reality,” the budget language says.
