Nah. They're just trying to rip common folk off wherever possible. Taxes, bills, child support, insurance, etc. then counter it by trying to charge others for ludicrous reasons. They're scammers that try to evade law that doesn't suit them and enforce law that does.

Others have pointed out reasons to be unsympathetic to these folks but IMO that doesn't mean that they can't still be victims of the charlatans making them but into this crap. They sell this illusion for those grasping for help.
