Correct. No liberal government is really interested in cost-cutting on a general basis, they're interested in a) lowering their own tax burdens and b) buying up state assets at fire-sale prices for big private profit.

Yea the ultimate goal of Neoliberals is to transfer as much wealth from the state as well as the working class to the bourgeoisie.

Everything else is just an excuse to the same. "Oh we have to cut spending because the Government is broke or public sector is inefficient"
