The second obviously. Pants cover the rear legs up to at least the waist. A human walking on all fours wouldn’t start wearing pants wrong too.

The first one would just slip down all the time and be very restrictive, having your extremities tied in the forward position.
We can only assume that covering the bulb would hinder the production of chlorophyll and thereby harm the wellness of the 'mon.
The head. Which is where hats go. The point of the dog wearing pants meme is that both options are still worn on the dog's legs.
Would you rather wear pants that go from under your butthole to your chest, but leave your back open, or ones which go around your hips and cover your butthole?
Personally I think I'd go with the latter.
