Like most industries now it's more of a convoluted money laundering scheme where new planes stop working when it rains but receive infinite taxpayer funding that I assume mostly goes to executive vacations and yachts.
War hawks don't want to win wars. If you win the war the war is over, then there's no more war. They're totally fine with losing as long as they fuck enough shit up along the way.
