Okay, I think I got it. It's about a very specific guy: a Chinese expat living in France (beret(?), bottle of wine(?)) who is very angry about China opening itself to western markets (Nixon, Deng) and is posting about it by pretending to be an African man who smugly denies modern China's role in assisting with the economic development of some African nations.

I can't even begin to imagine what's going on here, but I know there were some declassified recordings and we know that:

I'll take a stab at it.
So first, this is pro-Deng seemingly. Working from that premise, I think it is making fun of ultras having to play it cool for Nixon so Deng's plan could work properly, and how they were actually super upset about it and drinking? a lot?. The dark skin mask is also showing that part of the plan was to play to Nixon's racism, he just sees easy to exploit cheap non-white labor.
I dunno, I guess that will be my head cannon until I discover otherwise.

So I think this is anti-Deng. I think the guy behind the mask represents ordinary Chinese workers. The face of the mask is dark because I think it’s intended to show Nixon eyeing China like it’s a new slave plantation for the US.
