Because IBM let Microsoft make all the agreements to put the o/s directly on hard drives - OS/2 was installed via a huge number of floppies. I forgot the exact number. ~30? Way back in the day that made OS/2 seem like a total joke so that was one reason the public ignored it. I don't remember how many people had CD players but the per capita number must have been pretty low.
