Let's assume for a second this document would actually work...

Who the hell would accept it? They wouldn't see a dime for almost 40 years and you can bet that the person "issuing" these would be handing these out to anyone who accepts it. 2063 would roll around and you still wouldn't get paid because they own so much to so many people.

I think the only real use for this form is as evidence to be submitted against the person in the eventual civil case that will be required for them to ever actually get paid

Is this like when April Ludgate thought March 31st wasn't a real date? Like, this person just doesn't think 2/7/2063 will come, or they think they'll be dead and gone and off the hook? It's just too oddly specific to not have some kind of significance, right?
