Looks more like Wesley than Riker to me. And Riker didn't grow a beard until he had three pips (except I guess Tom Riker, but he wore yellow (except that time he was pretending to be Will Riker, but then he had three pips)).
Still going to interpret it as Riker and assume Elmo is the person he's asking all those questions to on Beyond Belief
