The solution to car thefts is for manufacturers to make them less easy to steal. Rolling codes tech is over 25 years old.

Apple has done a good job in making extraordinarily valuable phones practically worthless in the hands of criminals... Ubiquitous tracking, encryption of data by default, parts like screens and cameras are synced to the device itself, practically destroying a black market for phone parts. Yes, this causes problems for legit users, but the good outweighs the bad.

In this case, the government is essentially banning hammers and screwdrivers. F0's are compliant with the law when they are delivered to end users - frequency ranges are blocked, functionality is limited. Anyone who can customize a F0 to steal cars can build their own hardware from parts scavenged from the local eco centre, or ordered in bulk off Mouser or Alibaba.
