As far as the meme goes its talking about how little dems are actually willing to risk to protect who they say they care about.
I'd say blue maga are people who think biden is an exciting candidate, or the main, definitive answer to trumpism. People who wish for the "good old days" before trump even though those days really, really sucked for marginalized communities.
