Really depends on what you want and or need. Good general things to look for are riding position (biggest indicator is drop bars vs flats vs cruiser bars), mounting points for racks and fenders, and reliability. Try to avoid buying from department stores as the bikes are often mass produced and of very low quality.
I would go to a bike shop and ask to test ride some cheap hybrids or cruisers.
