Shoddy reporting here, The Economist is missing a few important ones like:
Countries that I had a wet dream about China hosting a base
Countries that start with the letter C, like China, that could have a base
Countries that China definitely hasn't considered hosting a base in but might change their mind someday
Countries with enough undeveloped land to host a Chinese military base
Countries larger than a Chinese military base, and so could probably host one.
Updating all the land area measurements in Wikipedia to units of Probable Number of Chinese Military Bases Hosted

Side note: I've never understood why 反对自由主义 in particular is translated to "Combat Liberalism" instead of "Oppose Liberalism" since all of Mao's other works that start with 反对 are translated as "Oppose", the most famous being 反对本本主义 "Oppose Book Worship"

Just to make something clear. Djibouti's main economic activity is selling military bases to anyone who asks for one.
Big tactical mistake by China to not maybe or maybe not consider what would happen if they asked Bhutan to host a Chinese base without actually asking them to do so. Speaking from experience here. I considered asking Bhutan to host a military base of mine (in the end I decided on not asking since I have no connection to Bhutan or any kind of military) and it worked out great.
