This claim is both ridiculous and untrue.

You can still find stock images of dogs online that are not created by generative AI. You can even buy the legal right to use them for commercial purposes from reputable stock image sites such as Getty Images or Shutterstock.

You can still find public domain images of dogs in an online image search as well. Might take a small amount of extra time to set up exclusions, but you still have to research the same as you would with any other image to verify its public domain status.
