from a bit of scouring, apparently the guy was opposed to the new budget which was going to pay these people more, while their town has no water and people starve. Thats what the meeting was about. Apparently the day before he'd made a video raging about the situation.

Apparently he dropped military police grade concussion grenades, and is now in serious care at a hospital.
