tbh, a lot of what houses/parliaments pass is "stating" and "affirming" this or that, rather than passing laws

The primary repercussion is that you've got a majority of House Reps on record endorsing this framing. So now that the votes are functionally whipped, we can move on to the "PROTECT ISRAEL Act", which uses the "anti-Zionism is anti-Semitism" language a second time and implements actual legal sanctions against people.
