I am looking to buy a used Apple TV on eBay, but the seller doesn't know if it has been factory reset or not. If I buy it, and it is still tied to the user's Apple account. Can I do a factory reset and tie it to my account without having to jump through a bunch of hoops, like having to know a pin or password?

Just factory reset it, and choose the option that downloads a fresh copy of the software.

I buy them from Best Buy because I’m a total tech member and I get free AppleCare with the purchase. It’s not relevant to your question but thought I’d throw that in here.

Never ever had an issue with my 3 Apple TVs.

I rarely see AppleTV fail. I see no reason not to buy one unless you want a new warranty or the remote they offer you is the older one or super beat up.

AppleTV does not have any activation lock on them. If the one you buy is associated with someone else’s Apple ID, it can be factory reset without needing to sign out.

I prefer to buy directly from Apple Refurbished store. I've bought two in the past, never had any issues, practically brand new

Make sure you aren’t buying the really old Apple HD instead of the 4k.

Also, verify what AppleTV Model it is. The market is full of Older AppleTV HD… and the listings I see cqll them 4K

eBay and PayPal Protection MAY cover your purchase, but, if the Seller has already disclosed that he doesn’t know whether it has been reset, and made you aware of it, Purchase Protection may not cover you.
