You can’t change who appears, but you can turn contact suggestions off if you don’t want to accidentally share things with the wrong people. It’s the “show suggests when sharing” toggle under Siri and search settings.

Apple thinks they know you best, so they control it, not you. They’ll hopefully update the share pop up in iOS 18

The only way I know of is long pressing a person and clicking ‘suggest less’ It’s really annoying.

On siri settings scroll to where it says suggestions from apple and disable show when sharing, at least that fixed it for me.

Thanks. It was showing me random contacts that I didn’t interact with for long time. Totally wasted Ui space
