it's clearly not powdered sugar. They are probably using some cheap dry milk substitute to make these

Powdered sugar icing has pretty much the same texture as oreo filling, except oreos are shelf stable. They are actually not substituting milk at all, but lard. You can just read the ingredients list. Hope you're not doing the antivegan thing where once you find out that something has no animal products, you decide it tastes bad.

no, I just always found oreos disgusting and couldn't figure out what was wrong with them. It's not hard to make a vegan cookie that tastes good

also I've made frosting with powdered sugar before and the texture was just fine

It's vegetable shortening. Icing doesn't contain milk, there is no need to substitute milk with anything cause it's not part of the recipe anyway. The issue is generally butter. The powdery texture is cause it's dry and full of powdered sugar. It's not whipped cream.
