Is my VPN working when Setting-VPN status shows “not connected”which contradicts IP lookup tool showing location as per VPN setting? (alien.top)

I need help with finding out if my VPN is working when iPhone is showing not connected but my location is showing same as one of my VPN App as per IP Lookup Tool?

I had difficulty understanding presentation of information and IMHO suggests following presentation. I need to understand why type of one VPN is device and the other is personal.
