Just provide subsidies to allow people to exchange their oil heating systems with heat exchanges (thermopumps) and electric heating which are way more energy efficient when used together.

What if instead of cutting the taxes of people that haven't moved to lower ghg emission heating, we refund the revenue from the tax to everyone equally.
