So I was wondering what’s the difference between the GPS from the cellular… can the gps watch only be used with wifi and not mobile data or it can? I’m confused. doesn’t really tell me can I buy a plan for the gps online.

The Apple Watch non cellular can access internet using your iPhone or a Wi-Fi network that are nearby. The Apple Watch cellular can also access internet using a cellular service, so you can still access internet even if you don't have your iPhone or a Wi-Fi network nearby.
