Bringing my son’s Apple Watch SE overseas (alien.top)

My son has an Apple Watch SE that has cellular data tied to my plan. Unfortunately, we were informed by my telco that the watch data does not have overseas roaming, so it’s only usable with wifi and bluetooth(?). Is there some inbuilt gps in the watch that will still allow me to track him overseas even if he doesn’t have data/wifi?

The watch has GPS, but without some way to connect to the internet there's no way for it to share its location with any other device.
