To the repeated lines of "but but Hamas no likey teh gay" it was the British Colonal system that didn't like "teh gay". It's the same reason why the uber modern secular country of Singapore hasn't leaglized gay marriage and still criminalized it until 2022....oh that's right - Israel doesn't do gay marraige either! they only do "unions" in Tel-Aviv and only recongize marraiges from OUTSIDE the country.

Also it isn't criminal in the West Bank

In the Egyptian-occupied Gaza Strip and under Hamas's rule, however, no such initiative was implemented.

Whether said individual is of a certain sexual orientation, cheating on his wife, or in need of treatment in Israel or the West Bank – he is a target for blackmail.

Throughout the duration of my service no one in my unit ever asked, at least not out loud, if there is anything wrong with this well-oiled system – whether the transformation of any individual into a target is a legitimate act.
