Last night my phone did the 17.1.1 update. Since the update I can’t get my phone messages.

When I tap the call button it goes to call but does not connect to anything. No ringtone or anything.

Try resetting your network settings in the settings app, near the erase iPhone option. If that doesn't work, DM me.
