Are you blocked by the level of their phone meaning you couldnt reach them on iMessage through their new number, or are you just blocked by their old number?

I sent an imessage and it didnt deliver then I called *67 and someone else answered and said its their new number (but this was two weeks after we last spoke, dont numbers take longer than two weeks to recycle…?)
